Texas Commission on Environmental Quality (TCEQ) – The TCEQ is the environmental agency for the state of Texas. They are available 24 hours everyday to receive complaints under their jurisdiction. Complaints about odors or emissions from oil and natural gas activities in the Barnett Shale that are currently occurring and constitute an imminent threat to public health, safety or the environment or a complaint concerning odor from an oil or natural gas site in the Barnett Shale that has substantiated odor nuisance conditions in the previous 12 months will be given an “Immediate Response” priority.

Railroad Commission of Texas (RRC) – The Railroad Commission, through its Oil and Gas Division, regulates the exploration, production, and transportation of oil and natural gas in Texas. Its statutory role is to (1) prevent waste of the state’s natural resources, (2) to protect the correlative rights of different interest owners, (3) to prevent pollution, and (4) to provide safety in matters such as hydrogen sulfide.  The Oil and Gas Division is headquartered in Austin, Texas with nine district offices spread over the state. The district offices ensure compliance with Commission rules by field inspections, witnessing of well completions, pluggings, testing, etc., and investigating complaints, blowouts, fires, and oil spills.

National Response Center (NRC) – NRC is the sole federal point of contact for reporting oil and chemical spills. The NRC operates 24 hours a day, 7 days a week, 365 days a year.
